Salt and pepper short ribs. On sear setting in instant pot, heat olive oil. Brown short ribs on each side 2 to 3 minutes.
Remove short ribs. Add carrots, onion, bell pepper, and garlic to olive oil, Cook 3 to 4 minutes until fragrant and soft.
Add wine, broth, tomatoes, and bay leaves and stir together. Add short ribs. Cook on High for 40 minutes.
(Ensure you release pressure). Remove ribs. Remove bay leaves and discard. Add 2 T of flour and whisk 3 to 4 minutes until sauce thicken. Serve thickened sauce over short ribs.
